The role of BPJPH and LPPOM MUI in halal certification
2025-05-15
What role does BPJPH play in halal certification?
BPJPH plays an important role in Indonesia’s Halal certification system as they have several responsibilities in the Indonesian Halal certification system:
1. Issue Halal regulations and provide inputs to regulations issued by the Minister, the President and Parliament.
2. Halal fatwa certificates are issued by the MUI Halal Fatwa Committee or the Halal Products Fatwa Committee. However, this fatwa-issuing authority is also shared with the government-established Halal Products Fatwa Committee, which primarily handles the self-declaration program. Under this self-declaration program, low-risk products can be self-declared as halal through a quick visit, not by an auditor, but by a mentor with at least a high school education and short training.
3. Although the audit is done by Lembaga Pemeriksa Halal-LPH (Halal Inspection Agency), BPJPH recognizes this Halal Inspection Agency.
4. Recognize foreign halal organizations so that their certificates can be accepted in Indonesia
5. Control how halal regulations are implemented.
LPPOM MUI 和 MUIWhat role does it play in Halal certification?
MUI is an umbrella body for Muslim organizations in Indonesia. Part of MUI is the Fatwa Committee, which issues fatwas on halal matters, including those unrelated to food, drugs, and cosmetics.
LPPOM MUI (the organization originally established by MUI to process halal certification) has transitioned to a halal inspection agency, joining 57 other agencies (a number that continues to grow given the size of Indonesia's Muslim population). Under the BPJPH halal certification program, LPPOM MUI serves as the halal inspection agency. Companies pursuing BPJPH halal certification can choose LPPOM MUI as their halal inspection agency.
How to export to Indonesia and claim it is halal?
For business-to-business (B2B) products (non-retail),They can haveA BPJPH halal certificate or a halal certificate issued by a Lembaga Halal Luar Negeri (LHLN) (foreign halal agency) recognized by the BPJPH. Each halal certificate issued by a foreign halal agency must be registered with the BPJPH. Currently, the BPJPH has not published an official list of recognized foreign halal agencies.
For retail products, Indonesian Food and Drug AdministrationCompanies operating under the Halal Product Guarantee Agency (Badan Penyelenggara Produk Halal – BPJPH) must apply to the Halal Product Guarantee Agency (Badan Penyelenggara Produk Halal – BPJPH), a regulatory agency under the Ministry of Religious Affairs that is responsible for implementing halal product assurance. The requirement is to have trained Halal product supervisors, accredited training institutions and certification of the professional competence of Halal supervisors.
LPPOM MUI can assist companies with BPJPH registration and meeting both requirements. Once completed, applicants can select a halal inspection agency (Lembaga Pemeriksa Halal LPH) to conduct a halal audit in accordance with the Sistem Jaminan Produk Halal Product Assurance System (Halal Product Assurance System). The inspection must be conducted within 15 days of registration (plus an additional 10 days), so companies need to ensure proper training, adequate implementation, and readiness for the inspection. We recommend that companies coordinate with LPPOM MUI before applying for BPJPH to ensure that timelines are met, including but not limited to visa preparation. After the audit, LPH will submit the results to the Indonesian Ulama Council (Majelis Ulama Indonesia-MUI), which will determine whether the product or service in question is considered halal through a halal decree. Following the issuance of the ruling, BPJPH will issue a halal certificate within one business day. Halal certificates are valid for four years, but as amended by Law No. 6 of 2023, they will be valid for life if there are no changes to the product's ingredients and/or production process.。
