Indonesia, home to the world's largest Muslim population, has become a key player in the global halal industry. The Indonesian government aims to become the world's global halal hub and is working to ensure the availability of halal products in the market.

As a major move, the Indonesian government has introduced Government Regulation No. 39 of 2021 (the "Halal Certification Regulation") implements the Halal Product Assurance Act, mandating halal certification for a wide range of goods and services. In addition to the food and beverage sector, this regulatory framework also includes consumer goods sectors such as cosmetics, pharmaceuticals, medical supplies and devices, apparel, office supplies, and home appliances, including their ancillary businesses. To comply with the regulation, each product category must obtain halal certification within the specified timeframe (from October 2024 to October 2034).

Failure to comply with halal certification regulations may result in administrative sanctions on businesses, including written warnings, administrative fines, revocation of halal certificates, and withdrawal of goods or services from the market.


Are non-halal products still allowed into Indonesia? How do these regulations affect non-halal products?

Yes, non-halal products are still allowed to enter Indonesia. Non-halal products should include non-halal labels or descriptions. Non-halal descriptions can be in the form of pictures, logos andand/or textual form, including:

·Product packaging    

·A part of the product

·Some parts of the product

Banned ingredients must be printed in a different color on the product's ingredient list. Furthermore, non-halal descriptions must be easily visible and readable, and not easily erased, removed, or damaged. Failure to comply with these requirements may result in administrative sanctions.

Who will conduct the inspection activities at the production site of imported products?

Inspection activities at the production site of imported products will be carried out by foreign halal agencies (The Halal Products Assurance Agency (BPJPH) of Indonesia has signed a Mutual Recognition Agreement (MRA) with the following nine countries:LHLNSignedMRA for recognition and acceptance.

· Central Islamic Council of Thailand

· Taiwan Qingcheng Xin Development Association

· NZIDT Ltd

· Korean Muslim Federation (KMF)

BPJPH also signed MRAs with 28 other LHLNs to expedite completionLHLNAssessment to recognize and accept Halal certificates.

In addition, if the country does not haveBPJPH accredited LHLN, the inspection activities will be carried out by the registeredIndonesia Halal Inspection Agency (LPH) According to the Halal Registration Regulations"conduct.

Do imported products need to be halal certified in their country of origin? Is it possible to apply for halal certification in Indonesia?

This depends on the Halal authority in the country of origin. Imported products that are Halal certified in the country of origin,ifProduct acquisitionEndForeign halal mentionedmechanismLHLN) certification can be recognized and accepted in Indonesia.

Having said that,Halal certificates issued by LHLN do not require another halal certificate to be applied for in Indonesia. However, for halal certificates with raw material categories, additional ingredients, auxiliary materials, and slaughter products issued by LHLN must first be registered before they can be distributed in Indonesia.

ifBPJPH does not recognize foreign halal organizations in local countries, so halal certification of imported products must be carried out in Indonesia in accordance with the Halal Registration Regulations.

How can companies demonstrate compliance with Halal regulations during the transportation of imported goods?

After registering and obtaining a Halal certificate, businesses should include a Halal logo on their shipping containers to indicate that their logistics or distribution activities comply with Halal regulations. Businesses are advised to choose transport and logistics companies that comply with Indonesian Halal regulations.

It is worth noting that this requirement may apply to the distribution or logistics activities of food, beverage, pharmaceutical or cosmetic related products.
